1994 q45a: Won't start on cold mornings.

Car won't start on cold mornings. Have to put battery charger on jump start, about 20 seconds. Car then starts. Runs and starts good rest of the day. Is the fuel pump bad? Here humming noise and pumping noise when trrying to start car.
