Ah, I'd love to help you. But first, you must tell me how you get 40 MPG out of your I30. You said in the very first posting, that once you 'get up to 40 MPG, the whistling stops.' I'll tell you how to stop the whistling, once you tell me how to get up to 40 Miles Per Gallon.

Just a shot in the dark here. Have you tried rotating the tires? Move front wheels to rear and vise versa to see if the noise moves to the back. Probably not, but easy enough to do and you'll eliminate one more variable.

Your running out of options here. When you say whistling, does it sound like a leaky window noise, a screech or a squeal? Surely it's not a bent wear indicator on the brake pad?

its a whistling sound. one and off noise. i can drive for about a half hour no noise then once everything is warmed up from a dead stop at a traffic light for example it starts whistling then when i go over 40 mph it goes away. then when i stop again. and start back up i hear the noise again. brand new front pads and new calipers.

I dunno man. Have you tried warming it up then jacking the front end and running it to try and pinpoint the location? That could be dangerous, so extreme caution is necessary.
