Why were the bulletins moved and regulated?

It says that i need to make 5 forum posts and i have done that but i am still unable to download more than one bulletin per day. WTF?

1. It was very very time consuming the process to upload the bulletins and create the links to each model. It used to take me around 20 minutes for each bulletin.

2. Due to the time not all the information in the bulletin was included in the page.

3. It was not a print friendly edition.

4. The bulletins where organized by name only. Now you can organize by time posted, name or filter by problem.

5. The bulletins, recalls and manuals are restricted because too many users abusing. There are some user that have over 1000 downloads and the advertising is not enough to pay the hosting fees.
